What is a Home Solicitation Sale Permit?

To obtain information regarding home solicitation sales, applicants should review Florida Statutes 501.021 through 501.055.

Pursuant to F.S. Chapter 501, persons who engage in the sale, lease, or rental of consumer goods or services with a purchase price in excess of $25.00, which includes all interest, service charges, finance charges, postage, freight, insurance, and service or handling charges, whether under single or multiple contracts, made pursuant to an installment contract, a loan agreement, other evidence of indebtedness, or a cash transaction or other consumer credit transaction are required to obtain a Home Solicitation Sale Permit. Refer to F.S. 501.022(1)(b) for a list of individuals who are excluded from the permit requirement. The Home Solicitation Sale Permit is good for a period of one (1) year from the date of issuance, unless revoked sooner, and is only valid for Gulf County.

If the permit holder wishes to renew upon expiration, they must repeat the application process in its entirety to obtain a new permit.

Prior to Your Home Solicitation Sale Permit Visit

Step 1:

Contact the Gulf County Sheriff’s Office to schedule a time to have your fingerprints submitted for a background check. The Sheriff’s Office provides fingerprinting services from 9:00 AM EST to 4:00 PM EST., Monday through Friday. There is a charge for this service.

For more information regarding the fingerprint process, cost, or to make an appointment, call (850) 229-1115. You will need to provide the ORI Number FL723731Z to the Sheriff’s Office when submitting the fingerprints. Make sure you receive a copy of your fingerprints, as they are necessary for the next few steps.

Step 2:

Remit the required fee for a background check using the Florida Department of Law Enforcement Civil Applicant Payment System (CAPS). This fee is non-refundable and must be paid directly to the Florida Department of Law Enforcement.

Processing of a Home Solicitation Sale Permit Application

Once the completed application is received by the Gulf County Clerk’s Office, there will be a request for a local criminal history background investigation from the Gulf County Sheriff’s Office. These results and the fingerprint analysis report from the FL Department of Law Enforcement (F.D.L.E.) will be electronically submitted to the Clerk’s Office within sixty (60) days. When the reports are received from F.D.L.E. and the Gulf County Sheriff’s Office, the results will be reviewed, and who will either approve or deny the issuance of a Home Solicitation Sale Permit. The applicant will be notified of the decision by U.S. certified mail.

If approved, the applicant must appear in person to sign and pick up the home solicitation permit. Personal appearance is required since the applicant’s signature must be included on the permit.
